A normal man has his car jacked.( I'll try and make something building up to that) so he ties to track him down. He finds a hacker to hack into car registration files and finds out he's on his way to Canada.
So he travels to Niagra falls border and via a hotel window advertising the the niagra falls tour, you try to snipe the kid whilst in slo-mo. When you do, the car crashes and you quickly escape.

maybe instead of hacking into a car registration file, which has nothing to do with finding out where the car is going, have him track down his GPS in his car
Even better. I'm just saving this idea for when I'm better at Flash (aka about 100%better)
